Dave Powers founded the company in 1972 based on his vision of providing objective and thorough environmental review, excellent client service, and completing "a day's work for a day's pay." Dave died unexpectedly on July 13th of apparent heart failure. Dave was passionate about sound land use planning and high quality environmental review. Dave was also known for his honesty, integrity, caring, generosity, enthusiasm, sense of humor, friendliness, and his down-to-earth nature. As an ongoing tribute to Dave, we will carry on his vision for the company and the ideals he has implanted in our daily operations. OUR STAFF
David J. Powers & Associates, Inc. consists of a small group of environmental professionals with extensive experience in urban development and planning as well as the overall research, coordination, and written preparation of environmental documents, ranging from environmental assessments to full environmental impact reports (EIRs) and environmental impact statements (EISs). Judy Shanley is the President of the company. She has more than 22 years of experience in preparing environmental documents for a broad spectrum of public and private projects. Her experience and expertise include CEQA and NEPA review of large redevelopment projects, affordable housing, transportation projects, wastewater and water systems, and golf course developments. Michelle Yesney is a Vice President of the company. She has over 30 years of experience as a planner in both the public and private sectors. Her experience and expertise include public planning and policy issues, land use analysis, and CEQA applications. She also has extensive experience with solid waste projects. John Hesler is a Vice President of the company. He has been working at David J. Powers & Associates for 26 years, during which time he has managed numerous high-profile private and public sector jobs. He is an expert in CEQA/NEPA compliance on transportation projects. Nora Monette is a Principal Project Manager/Planner for the company. She has over 21 years of experience preparing and managing environmental documents for a broad spectrum of projects including residential, commercial and industrial development, General Plan updates, and transportation and energy projects. Jodi Starbird is a Principal Project Manager/Planner for the company. She has over 22 years of experience preparing and managing environmental documents for both private and public sector jobs, including NEPA documents. John Schwarz is a Principal Project Manager/Vice President for the company. He has over 11 years of experience preparing and managing environmental documents for a variety of public and private sector projects, including residential, industrial, commercial, hotel, mixed-use development, and transportation projects. Shannon George is a Project Manager for the company. She has over nine years of experience in preparing environmental documents for a wide range of public and private projects. Her project experience includes CEQA review of residential, commercial, mixed-use development, General Plan Amendment, flood control, and projects focusing on cultural resources and historic buildings. Demetri Loukas is a Project Manager for the company. He has over ten years of experience in preparing environmental documents for a wide range of public and private sector projects, including NEPA documents. His experience includes school, residential, stadium lighting, mixed use, and General Plan Amendment projects. Julie Mier is a Project Manager for the company. She has over eight years of experience in the environmental field preparing documents for both private and public sector projects. Her experience includes park and public facility projects, CEQA/NEPA compliance, General Plan Amendments, and residential projects. Will Burns is a Project Manager for the company. He has five years of experience in the environmental field preparing documents for both private and public sector projects. His experience includes residential, commercial, industrial, and General Plan Amendment projects. Kristy Le is a Project Manager for the company. She has five years of experience in the environmental field preparing documents for both private and public sector projects. Her experience includes residential, commercial, infrastructure, CEQA compliance, and General Plan Amendment projects. Judy Fenerty is a Project Manager for the company. Martha Silveira is the Office Manager for the company. She has been with David J. Powers and Associates for over 17 years. She manages the firm's finances, human resources, and office administration.
